Apparently, when Citygroup wanted to put up a skyscraper, their architect kept the old bank building with its neo-classical architecture, removed the windows to create open arches to the street, and built the new building behind it. There are quite a few POPOS scattered around downtown (he said imprecisely). The city also requires that each one contain a work of art, and not just any old work of art. 1% of total construction costs must be spend on art available to all.
